How Greenburgh works

If you live in Ardsley, Dobbs Ferry, Elmsford, Hastings-on-Hudson, Irvington or Tarrytown, you live in a village and in the Town of Greenburgh at the same time. If you live in Hartsdale, Edgemont, Fairview or Greenville, you live in Greenburgh but not in any village. That difference decides who values your house, which town tax you pay, and what services the tax buys.

One town, six villages, and everything else

A New York town can contain villages. Greenburgh contains six: Ardsley, Dobbs Ferry, Elmsford, Hastings-on-Hudson, Irvington and Tarrytown. Each has its own mayor, board, budget and village tax.

The rest of Greenburgh is called the unincorporated area. Hartsdale, Edgemont, Fairview and Greenville are names for parts of it. They have no government of their own. There, the Town of Greenburgh is the local government.

Who values your house

The Town of Greenburgh's assessor values every property in the town, including every house in the six villages. The villages don't keep rolls of their own; they tax from Greenburgh's.

Greenburgh assesses at full market value. The state's equalization rate for the town has been 100% in each of the last five years (NYS equalization rates). An assessment here is meant to be what the house would sell for. In Harrison or Rye, by contrast, it is a small fraction of that.

Which town tax you pay

Greenburgh has two town tax rates. A house pays one or the other, never both. The county's rate sheet puts it in one sentence: "In Greenburgh the general town rate is charged only in the villages and the unincorporated rate is charged only outside the villages."

Village residents pay the lower town rate because the village tax pays for their own services. Outside the villages, the town's larger rate does that job.

Everyone in Greenburgh, in a village or not, also pays county tax and school tax. Nearly every property also pays a county refuse district charge and a county sewer district charge.

What a $1 million house pays in each village, 2026

Estimated tax on a house assessed at $1,000,000, before STAR (the state school tax relief program), using each village's main school district: the 2026 town and county bill plus the 2026–27 village and school bills. Rates are dollars per $1,000 of assessed value. County sewer districts are left out because they vary by street.

"County & town" is the county general levy, the county refuse district and Greenburgh's general town rate together.

Elmsford, the sixth village, has no Dale Ledger edition yet. Its 2026–27 village rate is $10.74 per $1,000 (Village of Elmsford).

Outside the villages

The unincorporated area pays the $5.50 town rate, plus the fire district for its address. The three fire districts charge, per $1,000 in 2026:

The smaller fire protection districts charge between $0.42 and $1.10 (2026 special district rates).

Your school district may not match your village

School district lines were drawn separately from village lines, and they don't line up. Greenburgh has ten school districts. On the 2026 roll:

Your school tax follows your school district. Dale Ledger uses the district the assessor lists for each parcel. (Greenburgh 2026–27 school tax rates)

Your mailing address may not match either

A mailing address follows the post office's routes, and those often cross town lines. Many homes with a Scarsdale 10583 address are in Edgemont, which is unincorporated Greenburgh. They are not in the Village of Scarsdale. Those homes pay Greenburgh's unincorporated rate and Edgemont school tax. They do not pay Scarsdale village or school tax. If a listing says Scarsdale, check the municipality on the tax bill.

What Dale Ledger covers in Greenburgh

Ardsley, Dobbs Ferry, Hastings-on-Hudson, Irvington and Tarrytown each have a full edition: address search, tax estimates, three years of rolls, and the flood and train maps. Elmsford and the unincorporated area are not covered yet.

In the tax calculator, rows labeled Town of Greenburgh use the state's figures for the unincorporated area, without a village tax. If you live in a village, the village edition's estimate is the closer one.

A correction

Until October 2026, Dale Ledger's estimates for the five villages added Greenburgh's unincorporated town rate, which village homes do not pay, and used school rates a year out of date. That put a typical house's estimate between about $3,400 and $5,400 a year too high, 12 to 15 percent. The estimates now use the general town rate and the 2026–27 school rates.

FAQ

Do village residents in Greenburgh pay Greenburgh town tax?

Yes, but only the general town rate ($0.46 per $1,000 of assessed value in 2026). The larger unincorporated rate ($5.50) is charged only outside the villages.

Who assesses property in Ardsley, Dobbs Ferry, Hastings-on-Hudson, Irvington and Tarrytown?

The Town of Greenburgh assessor. The villages tax from the Greenburgh roll, which is kept at full market value.

Is Edgemont part of Scarsdale?

No. Edgemont is in unincorporated Greenburgh and has its own school district. Many Edgemont homes have a Scarsdale mailing address. They pay Greenburgh and Edgemont taxes and do not pay Scarsdale's.
