Low equalization, high-looking mills

The city equalizes at a low rate, around 1.18%, so the assessed value is a small slice of full market value. The mill rates are correspondingly large, because they are dollars per $1,000 of that small base rather than of market value. A Rye mill and a Scarsdale mill are not the same unit and cannot be compared without converting first.
